STRATEGIC REFOCUSING (JDPAS)

An Interactive Process designed to Sharpen Your Church's
  • Vision
  • Mission
  • Values
The PATTERN
Nehemiah provides a striking biblical model for strategic refocusing.  Note the following principles:
  • Renewed vision grows out of fervent prayer:
"For some days I mourned and fasted and prayed before the God of heaven."  (Nehemiah 1:4)

We acknowledge that God is doing more here than we are.  It is his church.  Our prayer is that we will cooperate with him in discerning his vision for your church and join him where he is already at work.

  • Strategic refocusing requires stepping out in bold, risk-taking faith.  Nehemiah dared to express his sadness of heart before the king and courageously laid out a bold request to rebuild the walls of Jerusalem.
  • Renewed vision balances prayer and planning.  Nehemiah combined the natural and the supernatural, blending divine andhuman resources.  "We prayed to our God and posted a guard day and night." (Nehemiah 4:9)
  • Strategic planning entails a thorough assessment of current reality.  Nehemiah selected a small team and carefully examined the condition of the city of Jerusalem.  (Nehemiah 2:11-13)
  • Refocusing embraces God's vision for a new tomorrow.  Nehemiah challenged the Jews:  "Come let us rebuild the wall of Jerusalem...So they began the good work."  (Nehemiah 2:17-18)
  • Renewed vision requires persevering in the face of adversity, making mid-course connections.  Nehemiah stayed the course despite obstacles, implementing the plan step by step.

The PROCESS

What is it?
Strategic Refocusing is a planning process which crafts "fresh" vision, mission, and core values statements.  It translates these statement into a dynamic job description for the senior pastor which matches the church's current season of life and ministry.  The process identifies specific outcomes which serve as the basis of an annual performance evaluation.  This provides objective, vision-driven criteria for monitoring progress.  Strategic Refocusing can serve churches "between pastors" in a special way by providing a purpose-oriented grid for selecting their next leader.

How does it work?
There are 5 components in the Refocusing process:

  1. PREPARING - How do we get started?
Contact the district office and schedule a PREVIEW meeting.  A district resource person will meet with your pastoral staff and elders board to provide an overview orientation.  A detailed description of the Refocusing process is accessible at the district website http://www.cmaccd.com/.  Your leadership team will be challenged to prayerfully consider participating in the process and then communicate their decision to the district office.

  2. SELECTING - Who will lead the charge?
Once your church decides to participate, the board appoints a Strategic Planning Team (SPT).  This team will gather information about your church and community.  They will meet with a district trained facilitator for a Refocusing Weekend (Friday night and all day Saturday) where they will interpret the data collected and craft it into a strategic plan.  The SPT will then present the completed plan to your pastor and elders board for their refinement.  Churches between pastors should share the strategic plan with candidates for their consideration.  If it essential that the congregation be mobilized to support the entire Refocusing process in prayer.

  3. ASSESSING - What is our current reality?
In preparation for the Refocusing weekends, six assessment tools will be completed:
    a)  Natural Church Development Survey
    b)  Congregational Survey
    c)  Board Questionnaire
    d)  Community Demographic Statistics
    e)  Unchurched Phone Survey
    f)  Pastor's Survey

  4. STRATEGIZING - Where are we going?
The SPT sorts through these evaluation tools and creates a strategic plan providing overall direction for the church for the next two years.  The Refocusing process champions a strong BIAS toward EVANGELISM.

  5. IMPLEMENTING - How do we put this plan into practice?
The SPT presents a written copy of the strategic plan to the pastor and board for them to refine and formally adopt.  A district facilitator will follow up with the pastor in mapping out specific strategies with progress timelines in implementing the plan.  The process will include the creation of an outcomes-oriented performance evaluation tool.

"Christ's love makes the church whole.  His words evoke her beauty.
Everything he does and says is designed to bring out the best in her."
Ephesians 5:25-26 ( The Message)
